Use the right planning framework
SPLUMA provides the national framework. In the Western Cape, the Land Use Planning Act, municipal planning by-laws, zoning schemes and relevant spatial development frameworks also inform the assessment. We check the instruments applicable to the property rather than applying another municipality’s rules.
